WOIN Why does the "Sneak/Target unaware" modifier only apply for Melee attacks and not Ranged attacks?

In the table of Melee Modifiers on p.150 of the NOW rule book, there is a +2d6 modifier for "Sneak/target unaware", but this is absent from the table of Ranged Modifiers just above it. I was just wondering if this was intentional or an oversight. One could argue that if a character's RANGED DEFENSE is derived from the AGI attribute + acrobatics/dodging skill, then this "Sneak/target unaware" modifier would apply in a similar fashion to a Melee attack, representing the difficulty in using a character's AGI + acrobatics/dodge skill to defend themself from the surprise/sneak attack.
