I always thought clowns were scary because they were funny. There's an undercurrent of wrongness in the performative comedy. The painted on smile, even if the actor frowns. Many clowns are mute, which introduces another aspect of exaggerated strangeness to their performance. And of course, even in the '70s and '80s, I suspect most of us were first exposed to clowns through cartoons, which is even more of a bizarre exaggeration from reality.

Yeah all that, plus the leadl-white base for the faces is associated with disease and death (skull).
Its also significant that a number of old religions (including Egypt and Roman) featured sacred clowns and sacred mask - the clown as otherworldly entity has a very very long heritage
