New Cleric Feat, Feedback?

The DMG suggests somewhat strongly that class levels not be used as a prerequisite. If you want it primarily for Clerics, perhaps you should make the prerequisites "Able to cast 2nd-level divine spells" and "Able to cast 3rd-level divine spells" respectively.

But at the same time we have Weapon Specialization that needs Fighter level 4 and Spell Mastery that needs Wizard Level 1. So, while it might be frown upon, it can be done. However, I think this is a case opening these feats up to anyone with the ability to cast cure spells is the best idea.
