Could be a bug or it could be they have it installed on an HDD, because that's one way it can look if you're loading from an HDD or other very slow storage. There is a graphics option for HDDs which claims to improve this. As I noted I've also found mine runs better and weirdly, loads slightly faster on Vulkan rather than DX11 (though I see Vsync/VRR does work on DX11 but not Vulkan).Friend of mine received the game as a gift (it'll be a bit before I get it for myself, sadly). Had some issues creating a character, seems things look different "live" than in the canned creator area? But overall they're quite pleased, especially since they play a tiefling in my home game.

Sometimes taking more than a minute to fully bring everything up, or something like that. Perhaps I'll have them stream it over Discord so I can see what loading looks like.

Yeah, I get the same thing - lots of elements take time to pop in after loading the game. Loading a save in the Blighted Village it was basically just an open plaza until things popped in, from carts up to entire buildings. One interesting thing I'm noticing is that having now left the bits of Act 1 I was familiar with I'm suddenly getting that very exciting and very distinctive "CRPG vibe", where there's always something to discover, and everything is more intriguing.
